Do they have to repeal all of Obamacare to get rid of the individual mandate?

The individual mandate is stupid (no surprise, it was a Republican idea). Do they have to repeal the whole bill to get rid of it? I'd like to see the bill stay but with a public option instead of the individual mandate.
