How do you tie and old fashioned Girl Guides tie?

My daughter wants to wear my mothers old girl guide uniform at a historic event. We have a picture of my mom in the uniform wearing a tie that looks a bit like a man's tie. However the uniform has a light blue triangular piece of cloth that she somehow made into the tie. We can't figure out how she did it. It is not like the neckerchief with a woggle that the boy scouts used. Does anyone know how the tie was made and tied?
