Found baby turtle in orange oily smelly "creek thingo" with cement surrounding?

The orange crud could be almost anything, iron floc, fungus that thrives in organic pollution, or some nasty chemical. You might be able to catch the turtle with a dipnet. Just wipe it off and transfer it to the clear creek. The turtle will take it from there.
